The Chicago Boyz wonder if California is past the tipping point, that being when fewer people pay taxes than receive government benefits.

The missed one important point. The "tax consumers" have to pay the same taxes as the rest of the world. Unionized state government employees are not tax exempt. I'm sure they view themselves as self employed.
