Iowa county considers charging inmate for toilet paper. As I recall, the Delco Prison Board considered something along these lines a few years ago.

"As for Des Moines County elected officials: "They've got budget problems, and they're looking for places to cut. But what do you do for the guy who hasn't got the dollar for the toilet paper?"

A dollar? The Des Moines Register can't cost more than 75 cents. Read as you go.

Or just add it to his bill, like the U.S. government does to taxpayers.
