The Sunshine State of Mind

California has something in common with the Chester Upland School District. It is about to run out of money. According to the state controller the problem is that tax revenues didn't meet the Gov. Jerry Brown's optimistic projections.
State Sen. Mark Leno, D-San Francisco, who is chairman of the Senate Committee on Budget and Fiscal Review, called the projected shortfall "a very short-term cash-management situation.
"All budgets are, by nature, an educated guess," Leno said.
Makes you wonder where the state legislature of California was educated. Oz?

Companies are running to relocate to Texas and other better business oriented States.

Last comes first: Was this Jay Leno saying that as a laugh getter line in his opening monologue before itroducing Mrs. Obama as his guest?

Second, and more important locally, isn't this what the C-U School Board has been contending all along? Did California get it first or did they copy from the C-U School Board's minutes?

When I do a budget, I start with the money I know I will have, not money I wish I would have. Starting there might help them.

Biting off a bit more than they can chew.

Good approach, Danny. As a many-many year financial excecutive, CPA, etc. I applaud your approach... And when starting with what I have on hand to budget, I reflected on my Hope and Change. My hope has been totally depleted and my change is almost gone. So my budget is really strained. But I'll have to live within it... Whoops. Not! I can borrow and borrow and borrow in order to fund my expenditures, budgeted or unbudgeted. And then my kids can pay off the debt. Yeah, that's the ticket!
